Project Officer

Job Description and Requirements

PROGRAM/DEPARTMENT SUMMARY:

The Regional Center for the Advancement of Adolescent Girls (The Girls Center) is a knowledge and innovation hub that aims to ensure girl-led programming. The Girls Center implemented girl-led research in Jordan earlier last year, and is going to build on its previous experience to put girls in lead of more research.

The Girls Center is partnering with a global Mercy Corps program, EEMRG (Energy in Emergencies: Mitigating risks of Gender-Based Violence), which has a goal of improved safety, daily functionality, mobility, and access to information and opportunities for refugee women and girls as a result of improved access to energy in emergencies. Working closely with EEMRG staff, the Girls Center will explore issues of energy access in emergencies and GBV through the lens of adolescent girls.

GENERAL POSITION SUMMARY:

This position will support the EEMRG program by helping to increase understanding of links between energy access and GBV in emergencies, as well as current guidance and practices around access to energy in emergencies that mitigate risks of GBV.The Program Officer - will lead conducting the consultations with adolescent girls and women, in addition to the oversight and coordination of the girl research unit that will lead the research around energy and its relation to GBV.

Essential Duties and Responsibilities:

Planning and implementation:

  • Review and provide input on methodologies for assessing energy access and GBV risks among refugees in Jordan (including selection criteria for research participants)
  • In coordination with other Mercy Corps teams, identify research locations and research participants
  • Develop schedules for activities in assigned sites in alliance with the research plan and desired outcomes
  • Conduct girl consultations with adolescent girls
  • Support focus group discussions and KII with refugees, host community members, humanitarian practitioners and energy stakeholders
  • Conduct focus group discussions with other organizations working on energy
  • Develop a research plan with the previously developed Girl Research Units’ girl researchers
  • Develop a Girl Research Unit in the camp
  • Report research findings
  • Provide support for organizing visits, meetings, events, trainings.
  • Support piloting of tools to assess energy access and GBV risks

Logistics support

  • Track and follow up on finance documents
  • Support and book venues for interviews and consultations
  • Support logistics for HQ and partner agency visitors to Jordan

Program quality

  • Ensure daily monitoring of adolescent girls and local facilitators attendance and performance
  • Prepare weekly updates and monthly progress reports, including challenges and recommendations.
  • Ensure Quality Management standards are mainstreamed for effective implementation of the project
  • Iterating the tools used for research based on the experience

 

WORKS DIRECTLY WITH: Girls Center Sr. Officer 

KNOWLEDGE AND EXPERIENCE:

  • Strong technical knowledge in research
  • Excellent training and coaching skills
  • Experience in the region and refugee settings, especially camps
  • Excellent oral and written communication skills in Arabic and English and ability to conduct verbal translations.
  • Ability to work independently and as a part of a team
  • Strong verbal and written communications skills
  • Strong proficiency in Microsoft Office applications including Excel and Word
  • Valid driver’s license and willingness to travel to refugee camps
  • Experience with girls- led programming is a plus factor
  • Experience with GBV, energy access, and/or protection issues is a plus
