Incubation Contractor-Service contract

Job Description and Requirements

BACKGROUND: The IRC Jordan program was established in 2007 and currently operates programs in Jordan and Syria, providing humanitarian assistance in the sectors of health, protection, and economic recovery and development.  In 2016, IRC established a Research and Development Unit which designs, tests and scales new products, services and delivery systems for humanitarian response.

Under the R&D Unit, the IRC has been implementing a community-led innovation initiative since September 2017 to nurture and develop bottom-up solutions to problems facing communities in Jordan. This project engages diverse communities and stakeholders in Jordan – including host communities, refugees, local governments, public and private sector actors and enterprising individuals – to devise and develop solutions that address their own lived realities and problems. It centers around three participatory “design challenges,” which aim to develop concepts for scalable innovations that support household income, health, and learning outcomes, under the broader umbrella of accommodating displaced populations and increasing community resilience. Through this project, eight innovations have been selected for funding and incubation services at an incubator located in the North of Jordan.

 

SCOPE OF WORK: The IRC is currently seeking an Incubation Officer to oversee the implementation of the incubation services, and support the innovation teams to action their development plans for their solutions. The Incubation Officer will work closely with the Innovation Monitoring, Evaluation, and Learning Manager and in close coordination with the private sector business incubator Shamal Start.

 

RESPONSIBILITIES:

Support to Incubator

  • Support the development of a service plan for the technical, financial, legal and marketing consultation needs to be provided by the business incubator to successfully deploy the innovations.
  • Follow up with the business incubator to identify and address any bottlenecks or issues impacting the projects’ implementation.
  • Track the performance of the business incubator to ensure quality of services.
  • Act as a liaison between the business incubator and the startups by maintaining a supportive partnership and close communication with both parties.  

 

Support to Innovation Teams

  • Ensure that innovation teams are properly oriented and inducted into the Shamal Start incubation program.
  • Support the innovation teams to optimize the incubation resources while ensuring best value-for-money is achieved throughout the incubation period.
  • Support IRC innovation teams in the creation of an effective, efficient and realistic work plan and budget for the six-month incubation period, in partnership with the incubator.
  • Follow up with teams via weekly meetings and other forums to ensure that they are working in accordance with their established work plan and are on track to meet their monthly milestones.
  • Flag any disputes happening between the co-founders or between the innovation teams and the business incubator.
  • Support innovation teams to scan the ecosystem for potential funding opportunities, prepare proposals and apply for additional funding to further support their incubated projects.
  • Support startups to identify relevant trainings, workshops, events, and webinars, networking events that would help them develop their proposed solution while expanding their professional network.

 

Monitoring and Evaluation

  • Ensure the social impact on the effected community in sufficiently incorporated into the incubation work plans, implemented, monitored and traced throughout the incubation period and its associated milestones.
  • Assist the MEL manager to verify the monthly incubation reports provided by Shamal Start.
    Work closely with the community committee to organization to obtain their feedback on the incubated solutions.
  • Implement any monitoring tools as needed, such as perception surveys, pivot tracking, or scaling canvases
  • Prepare all required reports and maintain a comprehensive set of records on the startup activity, and innovators attendance.

 

 

MINIMUM REQUIREMENTS:

  • B.A in Business Administration, Entrepreneurship, Finance, or other related field
  • Minimum of five years of experience working in a related field
  • Familiarity with the entrepreneurship ecosystem in Jordan, with a relevant network of contacts in the field
  • Previous experience working with entrepreneurship and/or innovation programming
  • Previous experience working with underserved populations, particularly with refugees
  • Excellent communication skills, ability to liaise between multiple partners effectively

 

 

 

DELIVERABLES:

Submit progress meeting reports that articulate the teams’ implementation progress, challenges, and actions taken to address the identified challenges.  

Provide monthly MEL report consisting of the predetermined monitoring data, analysis, lessons learned and recommendations for future implementation. 

Submit Bi-weekly incubation quality report to report on the quality of the incubation services provided by Shamal Start and accompanied with recommendations for further improvement.

Provide an induction report articulating the details of the teams’ admission in Shamal Start incubation program when a new innovation cohort is transitioned into the business incubation phase.

Submit events’ tracking sheet to report Mahali representation in innovation and entrepreneurship events that are relevant to the program.

Submit a reviewed version of Shamal Start incubation monthly report.

 

METHOD OF PAYMENT: Based on Monthly Deliverables

 

WORK ENVIRONMENT: The role will be based in Irbid, with occasional travel to Amman
